تواجه عملية تقييم الاحتياجات التدريبية عدة عوائق ومشاكل من أهمها

أ‌) سرية المعلومات:

يجب إبلاغ المشاركين في عملية جمع المعلومات أن العملية ستتم بسرية تامة (لن يتم تبادل الآراء) أو أنها ستكون مجهولة المصدر (اي بدون ذكر أسماء المشاركين). يفضل الكثيرين الطريقة الأخيرة لما تتيحه لهم من حرية في إبداء رأيهم دون الإفصاح عن هويتهم.



ب‌) عدم الرغبة بالمشاركة من قبل الموظفين

يمكن تحفيز مشاركة الموظفين أو الفئة المستهدفة في عملية التقييم إما بإرسال خطاب من المدير يرفق معه الإستبيان يحث الموظفين على المشارك’ فيه. كذلك يمكن توظيف بعض الأشخاص في المؤسسة ليساهموا بتشجيع زملائهم وتوضيح مدى أهمية هذه العملية في تحقيق الهدف المنشود ونوعية الفائدة على تطوير أداءهم الوظيفي. وضع إعلان أو مقال قصير عن هذه العملية وأهميتها في دورية تنشر من قبل المؤسسة قد يجذب إنتباه الموظفين ويشجعهم على المشاركة في عملية التقييم.



ج‌) التكلفة

إن تكلفة عمل التقييم إما أن تكون مادية أو بالوقت. لتخفيض التكلفة المادية فإن تشجيع فكرة عملية جمع المعلومات كخطوة استثمارية للمؤسسة سيكفل استجابة بعض الموظفين كما يمكن تأكيد هذه الفكرة بعمل " تحليل " لبيان مدى التوفير في حال عمل التقييم أو عدمه. أما تكلفة الوقت فيمكن تخفيضها بحصر المعلومات المتوفرة واستخدامها عن مدى النقص الوظيفي والذي سيغني عن السؤال عنه.



د‌) استخدام وقت العمل

إن استخدام وقت الموظف لعمل التقييم قد يكون له سلبياته على الإنتاجية الوظيفية. لذا يجب أن يكون الإستبيان مختصراً ومحدداً وذو جاذبية للاستخدام. من الأفضل أن تكون الأسئلة واضحة ومباشرة إما في حال المقابلة الشخصية فيجب تحضير الأسئلة مسبقاً واختصار وقت المقابلة إلى 30 دقيقة على الأكثر حسب صعوبة الموضوع المطروح.
