المبحث الأول: الإدارة المالية في المؤسسة
أولا- مكانة الإدارة المالية في المؤسسة: إن في استعمال مصطلح الإدارة المالية مشكلة كبيرة فيمكن اعتبارها وظيفة أو نشاط، كما يمكن اعتبارها القسم أو الإدارة التي تقوم بهذه الوظيفة (المالية) وهناك فرق كبير بين الإدارة المالية كوظيفة وبينها كوحدة إدارية فالأولى تعني الوظيفة المالية التي تتعلق بالنواحي المالية للمشروع والثانية تعني الوحدة الإدارية التي تولى هذا المشروع.
ولكن إذا نظرنا إلى الوظيفة المالية نظرة عامة وجدناها هي واحدة في جميع المؤسسات وهذا من ناحية مظاهرها الرئيسية، معنى هذا أن الاعتبارات المالية توجد في جميع المشروعات ولكن أهمية الوظيفة أو الإدارة المالية تتوقف إلى حد كبير على حجم المشروع فالمشروعات الصغيرة تمارس الوظيفة المالية من خلال الإدارة المحاسبية، بينما تبرز الإدارة المالية كوحدة مستقلة تتمتع بعلاقة مباشرة مع رئيس مجلس الإدارة من خلال رئيس القطاع المالي والإدارة المالية.
فكما ذكرنا أن أهمية الإدارة المالية تختلف ما بين المؤسسات صغيرة الحجم والمؤسسات التي تتميز بكبر حجمها ولهذا فإن الطرق التي تتبعها المؤسسات المختلفة في تنظيم الوظيفة المالية تختلف اختلافا ملحوظا باختلاف طبيعة وحجم المؤسسات حيث نجد في المؤسسان صغيرة الحجم، صاحب المشروع المسؤول الوحيد عن كل من وظيفة الإنتاج، التسويق، التمويل والعديد من الوظائف الأخرى أحيانا أما في المؤسسات المتوسطة وكبيرة الحجم فتوجد إدارة مستقلة تقوم على عاتقها الشؤون المالية ويطلق على هذا المشروع من الإدارات بالإدارة المالية، ويطلق على رئيسها المدير المالي فينبغي على المدير المالي أن يكون قريبا من قمة الهيكل التنظيمي للمؤسسة وهذا بسبب الأهمية الكبرى لعملية التخطيط والرقابة والتي تعتبر المدير المالي هو المسؤول عنها، كما أنه لا يمكن ايكال هذه المسؤولية إلى مسؤوليات أقل بسبب تأثير القرارات المالية على حياة المؤسسة كلها وهذا يعتبر أمرا مهما.
فبالرغم من القرارات النهائية التي تتعلق بالميدان المالي قد يتخذها مجلس الإدارة إلا أن المدير المالي يساهم مساهمة فعالة في عملية الوصول على قرارات سليمة في كثير من الأمور التي تتعلق وبالوظائف الأخرى للمؤسسة.
ويمكن استخلاص ثلاث وظائف رئيسية للمدير المالي بالرجوع إلى القوائم المالية الأساسية للمشروع وتتمثل في:
1- تحليل البيانات المالية.
2- تحديد هيكل أصول المشروع Asset structure .
3- تحديد وتشكيل الهيكل الماليFinancial Structure .
والأفضل لأهمية هذه الوظائف التي قمنا بذكرها يمكننا أن نشير إلى أهمية دور كلا من الإدارة المالية والمدير المالي الذي يشرف على الشؤون المالية بالمؤسسة والذي يتصل مباشرة برئيس مجلس الإدارة، ويكون عضوا فيه في بعض المؤسسات وبالتالي المدير المالي يعتبر عنصرا مهما وفعالا.
ومن هنا تبرز مكانة الإدارة المالية في المؤسسة الاقتصادية.
ثانيًا- وظائف الإدارة المالية:
للإدارة المالية وظائف أساسية تتمثل في:
 التخطيط المالي.
 الرقابة المالية.
 الحصول على الأموال (التمويل).
 استثمار الأموال.
 مقابلة أو مواجهة مشاكل خاصة.
1- الحصول على الأموال (التمويل): إذا كان للرصيد النقدي الداخلي للمؤسسة غير كاف والذي تطرق إليه فيما سبق متمثلا في التمويل الذاتي للمؤسسة فإنه يجب على المدير المالي أن يلجأ إلى مصادر من خارج المؤسسة متمثلة في المصادر الخارجية للتمويل كما رأينا أيضا وتأتي هذه الأموال من مصادر مختلفة كما تعرض تحت اتفاقيات وشروط متنوعة ولفترات زمنية متفاوتة ومختلفة أيضا ولكن المشكلة الأساسية التي تواجه المدير المالي في هذا المجال هي الحصول على مزيج أو توليفة من هذه الأنواع تتناسب أكثر من غيرها مع الاحتياجات المتوقعة للمؤسسة فأنواع التمويل التي تلقى قبولا لا أكثر من غيرها سبب انخفاض تكلفتها ولكنها تتضمن في نفس الوقت التزامات ثابتة ويجب على المدير المالي أن يوازن التكلفة المنخفضة مع خطر عدم القدرة على الوفاء بهذه الالتزامات والأعباء الثابتة.
ولهذا نجد أن المدير المالي يقوم بنوعين من التنبؤ:
الأول: هو التنبؤ باحتياجات المؤسسة والتي يقوم بها كجزء من وظيفة كمخطط مالي
الثاني: فيمثل التنبؤ بمستقبل مختلف المصادر التي يلجأ إليها للحصول على ما يحتاجه من أموال.
2- استثمار الأموال: فبعد حصول المدير المالي على الأموال التي تحتاجها المؤسسة من أجل ممارسة نشاطها يجب عليه التأكد م أن هذه الأموال ستستثمر بحكمة وموضوعية وتستخدم استخداما اقتصاديا داخل المؤسسة حيث يجب عليه أن يحاول الحصول على أكبر الفوائد والمنافع الممكنة من هذه الأموال التي تستثمر في الأصول المختلفة للمؤسسة.
فمن المهم جدا أن تتمكن المؤسسة مع مرور الزمن من الحصول على أموالها المستثمرة في هذه الأصول، فهي تحتاج إلى هذه الأموال من أجل دفع ما عليها من التزامات وأعباء ثابتة.
3- الرقابة المالية: يقوم المدير المالي بوضع نظام للرقابة المالية يمكنه من مراجعة العمليات الفعلية مع الخطط التي سبق له رسمها فبواسطة تقارير الأداء يمكن اكتشاف الانحرافات غير العادية.
ويعتبر التخطيط المالي أحد أوجه الرقابة المالية وهذا من خلال المقارنة بين ما هو مقدر وما هو محقق وكذلك تحديد الفروقات. لكن هذه الرقابة المالية تتجاوز وتتعدى التخطيط المالي إذ تستعمل الكثير من الوسائل والتقنيات من بينها القوائم المالية ورؤوس الأموال العاملة المختلفة والنسب المالية التي تعتبر الوسيلة المثلى حيث أن استخدام النسب المالية يسهل عليه تحليل وتغيير عدد هائل من الأرقام والبيانات بطريقة محكمة.
أما رأس المال العامل فهو عبارة عن تحليل ساكن لهذا فإن النسب المالية تعتبر من أهم وأبرز أدوات التحليل المالي في المؤسسة.
- أما النسبة المالية فهي عبارة عن علاقات بين عناصر مختارة من الميزانيات المالية حيث أن فحص أي عنصر من عناصر الميزانية المالية لا يدل في حد ذاته على شيء مهم ولا يقدم لنا معومات مفيدة ولكن تظهر أهمية هذا العنصر إذا ما قورن بغيره من العناصر أو نسب إليها(1).
وتستخدم النسب من أجل تتبع الاتجاهات ومراقبة التغيرات التي تحدث في المركز المالي للمشروع مع مرور الوقت ولهذا تعتبر النسب المالية أدوات رقابة تستعمل لتحديد نقاط القوة والضعف في المؤسسة موضوع التحليل.
وهناك العديد من النسب المالية تختلف أنواعها تبعا للهدف الذي حسبت من أجله لكن نبرز من بينها نسب أكثر أهمية واستعمالا وتمثل في:
 نسب السيولة.
 نسب الهيكل المالي.
 نسب النشاط.
 نسب المردودية.
4- التخطيط المالي: يعتبر التخطيط من أهم وظائف المدير المالي حيث أنه يقوم بتخطيط الاحتياجات المالية للمؤسسة سواء كانت هذه الاحتياجات قصيرة أو طويلة الأجل وتعتبر الميزانيات النقدية الأداة الأساسية للتخطيط المالي بنوعيه القصير والطويل الأجل باعتبارها تزويد المدير المالي بمعلومات مفيدة عن حجم الفائض أو العجز النقدي المتوقع وتوقيت حدوثه واتخاذ القرارات المناسبة لتصريف ذلك الفائض واتخاذ الإجراءات الضرورية لتغطية العجز.
كما أنه من الضروري التركيز على مظهرين أساسين من التخطيط في الإدارة المالية والأمر يتعلق بـ:
- اختيار مصادر التمويل.
- تحديد رأس المال الثابت والعامل.
4-1- اختيار مصادر التمويل:
توجد عدة اعتبارات تؤثر على قرار اختيار مصادر التمويل ففي بعض الحالات قد يتم الاختيار على أساس شخص بحث من جانب المقترض، بينما في أحيان أخرى قد يكون المصدر المستخدم هو المصدر الوحيد المتاح وفي أغلب الأحيان تعطى اهتمامات خاصة لتكاليف التمويل فالمؤسسة تريد الحصول على أموال بأقل تكلفة ممكنة ومن المهم جدا أن تكون مصادر التمويل المستخدمة ملائمة لطبيعة الأصول التي تستخدم هذه الأموال بتمويلها أي أن مصادر التمويل التي يتم اختيارها يجب أن تكون مناسبة لأنواع الأصول المستخدمة ومتماشية مع طبيعتها وحسب هذا الاعتبار يجب تمويل الأصول الدائمة أو الاحتياجات الدائمة، المصادر الدائمة أو الطويلة الأجل، هذا مع الاقتصار على المصادر المؤقتة لتمويل الاحتياجات المالية قصيرة الأجل(1).
4-2- تحديد كل من رأس المال الثابت والعامل:
رأس المال الثابت هو رأس المال الذي يميل إلى أن يبقى مستمرا أو ثابتا أثناء سير الأعمال في المؤسسة أي أنه لا يتغير من ناحية الشكل كما أنه غير قابل للتداول وعموما تكون الأصول الثابتة ذات طبيعة دائمة، ولا يتم تحويلها إلى نقدية (الأراضي، المباني، الآلات...) أما رأس المال العامل فهو رأس المال الذي يتحول إلى نقدية أثناء قيام المؤسسة بأنشطتها المختلفة وهو يتغير من شكل لآخر خلال دورة منتظمة ويتكون من عناصر مثل النقدية ، المواد الأولية، المنتجات الجاهزة... كما يتأثر حجم رأس المال العامل بكل من التكلفة والوقت إضافة إلى تأثير الحجم على احتياجات رأس المال العامل بالتكلفة الوقت إضافة إلى تأثير الحجم على احتياجات رأس المال العامل (التقلبات الموسمية في عرض بعض المواد الخام والمنتجات التي تطلب كثيرا في بعض المواسم، فهذا المر يتطلب زيادة كم الإنتاج مما يستوجب زيادة رأسمال عامل كاف لمواجهة هذه الظروف الناجمة عن تقلبات الحجم.
- ومسألة تحديد كل من رأس المال العامل والثابت من أهم المسائل التي تتصدر دائما قائمة التخطيط المالي للمؤسسة وتعود هذه الأهمية إلى أن هذا التحديد يعتبر هدفا ماليا.
كما أن مقدار رأس المال الثابت الذي ينبغي على المؤسسة الاحتفاظ به هو الذي يتحكم في مستوى إنتاجها أو مستوى مبيعاتها وبالعكس فإن مقدار رأس المال العامل يجب أن يكون كافيا لتغطية كل مصروفات المؤسسة وتختلف نسبة رأس المال العامل إلى رأس المال الكلي باختلاف نوع المؤسسة(1).
المبحث الثاني: معايير اختيار التمويل.
أولا- المعايير الأساسية للاختيار
1- الملائمة بين طبيعة المصدر وطبيعة الاستخدام: القاعدة العامة في التمويل هي أن يتم تمويل الموجودات القصيرة الأجل فهي ملائمة لتمويل الاستخدامات قصيرة الأجل.
- وإن عملية الملائمة بين طبيعة المصدر وطبيعة الاستخدامات تعتبر عملية جد ضرورية لإيجاد ارتباط بين التدفقات النقدية المتوقع الحصول عليها من الأصول المملوكة وتسديد الالتزامات الناشئة عن اقتناء هذه الأصول.
- ومبدأ الملائمة يقضي أيضا بتمويل احتياجات المؤسسة القصيرة الأجل من مصدر قصير الأجل لأن تمويلها من مصدر طويل الأجل يتعارض وهدف الربحية لأنه لا يكون بمستطاع المؤسسة إعادة الأموال للمقترضين عند انتهاء الموسم وتوافر الفوائض النقدية لديها إذا كان التمويل عن مصدر طويل الأجل وإما بسبب الحاجة إليها في الموسم القادم أو لوجود غرامات على التسديد المبكر في حين يكون الأمر عكس ذلك في حال التمويل من مصدر قصير الأجل إذ يصفى الدين بانتهاء الدورة التجارية وتحويل المؤسسة لموجوداتها من البضائع والديون إلى نقد وبذلك ينخفض مقدار ما تدفعه المؤسسة من فوائد على قروضها.
2- المرونة والمردودية المالية:
أ- المرونة: تعني المردودية قدرة المؤسسة على زيادة أو تخفيض الأموال المقترضة وذلك تبعا للتغيرات في الحاجة إلى الأموال، كما أنها تعني أيضا تعدد الخيارات المستقبلية المتاحة أمام المؤسسة خاصة إذا ما تعددت مصادر التمويل المتاحة أمامها.
كما أن توافر المرونة في المؤسسة يتيح لهاته الأخيرة أمورا عديدة أهمها(1):
- إمكانية الخيار والمفاضلة بين بدائل عديدة عندما تكون المؤسسة بحاجة إلى أموال تساعدها في توسيع نشاطها.
- إمكانية استخدام الأموال المتاحة عند الحاجة إليها.
- زيادة قدرة المؤسسة على المساومة مع مصادر التمويل المختلفة.
- وتحتاج المؤسسة للمرونة عند التوسع كما عند الانكماش، فإذا رغبت في التخلص من بعض الأصول واستعمال حصيلتها بتخفيض التزاماتها فإن الأموال المقترضة تحقق لها هذه الميزة عندما يحين استحقاقها وتتحقق لها الميزة بشكل أفضل إذا كان هناك شروط يعطيها حق الدفع المسبق أو استدعاء للسندات مثلا قبل موعد استحقاقها.
ب- المردودية المالية: هي المردودية من وجهة نظر الموارد المالية، بمثابة الممثل للمردودية العامة للمؤسسة وهي تقدم بالعلاقة التالية:
المردودية المالية = × 100.
وهي تعني نسبة المردودية المالية أي نصيب كل مئة دينار مستثمرة من الأموال الخاصة لأصحاب المؤسسة من أرباح صافية حققتها مؤسستهم(2).
ومن المعلوم أن الكثير من المؤسسات تضع كهدف عام لتحقيق الحد الأقصى من الأرباح عن طريق الأسهم والتي تؤدي إلى تحقيق حد أقصى من مردودية بين الديون المالية والأموال الخاصة تبعا المردودية الاقتصادية وهي المردودية من وجهة نظر الوسائل المستعملة من طرف المؤسسة لممارسة النشاط والتي يصطلح عليها تسمية الوسائل الاقتصادية أي الموجودات حسب التعبير المحلي.
المردودية الاقتصادية = ×100.

وتعي نتيجة الدورة في هذه النسبة درجة فعالية الوسائل المستعملة من طرف المؤسسة أي ما تحققه كل مائة دينار مستعملة ضمن الموجودات من أرباح صافية(1) أكبر من معدل التكلفة للديون المالية، وبالتالي فإن أثر رفع رأس المال يلعب دورا إيجابيا ونتيجة لهذا فإن المؤسسة تفضل أن تختار الاقتراض بدلا من الزيادة في رأس مالها الخاص
